The development of the SU-23 began in the late 1950s. The gun was designed to defend troops and stationary facilities against low-flying aircraft and helicopters, also limited as anti-tank guns against ground vehicles.

The weapon consists of two side-by-side 23-inch 2A14 machine guns mounted on a two-wheeled chassis designed primarily to be attached to trucks. Development models also included one- and four-run variants, which were never used in armed forces. The chassis is based on the previous model ZPU-2. 
In combat position, the wheels are folded down, so that the underside of the gun rests on the ground. The conversion from the march to the battle position is possible within 30 seconds.
Target detection and firing of the SU-23 work manually. The gun is rotatable 360 degrees. The opto-mechanical sighting device "ZAP-23" offers a limited target support. There is a rifle scope for the bombardment of ground targets. The ammunition is supplied to both tubes by belt each from a 50-shot container. The gun uses armor piercing and high explosive projectiles. From the ZPU-2, the cannon differs mainly by their muzzle fire damper. 

In 1960, the SU-23 was put into service with the Red Army. There it was not only used pulled, but also firmly mounted on various trucks and the armored vehicles MT-LB and BTR-DG and used from there. The gun is currently in various variants in use at about 20 armed forces.
